Vacationing a Human Right, EU Chief Says

The European Union has declared travelling a human right, and is launching a scheme to subsidize vacations with taxpayers' dollars for those too poor to afford their own trips.
Antonio Tajani, the European Union commissioner for enterprise and industry, proposed a strategy that could cost European taxpayers hundreds of millions of euros a year, The Times of London reports.
"Travelling for tourism today is a right. The way we spend our holidays is a formidable indicator of our quality of life," Mr. Tajani told a group of ministers at The European Tourism Stakeholders Conference in Madrid on April 15. Mr. Tajani was appointed to his post by Italian Prime Minister Silvio Berlusconi.
The plan -- just who gets to enjoy the travel package has yet to be determined -- would see taxpayers footing some of the vacation bill for seniors, youths between the ages of 18 and 25, disabled people, and families facing "difficult social, financial or personal" circumstances. The disabled and elderly can also be accompanied by one other person. The EU and its taxpayers are slated to fund 30% of the cost of these tours, which could range from youth exploring abandoned factories and power plants in Manchester to retirees taking discount trips to Madrid, all in the name of cultural appreciation.
"The commission is literally considering paying people to go on holiday," Mats Persson, of pro-reform think-tank Open Europe, told Britain's News of the World. "In this economic climate, it's astonishing that the EU wants to bribe people with cheap holidays."
Mr. Tajani said the program will be piloted until 2013, and then fully launched.
Intended to instill a sense of cultural pride in Europeans, Mr. Tajani's human-rights travel will also help bridge the continent's north-south divide and pad resorts' business in their off-season, the Times reports.
Northern Europeans will be encouraged to visit southern Europe, and vice versa. Mr. Tajani wants to ensure people's "right to be tourists" remains intact.

I also believe that traveling is a human right because you choose where to go and no one does tell you where to go. It can be wrong to bribe people to go or not to go on vacation because it is their right. This plan can be good for almost anyone because it is helpful in paying to go on vacation. The taxpayers are funding 30% of the travel, which is kind of bribing them to go on vacation. This can either be a good or bad thing because you may think of it as not having to pay as much in the first place, but is there a side affect to this? You have to think of the possibilities that may happen if you choose to go with this plan.

ReplyDeleteThis is a wonderful idea. In a way it is like a charity, in the way that it gives back to people. Somw that may have no jobs now have a chance to see different places and explore. This idea of vacations for the poor should be spread worldwide.
It's hard to take it from our point of view, our being America. Most of us have parents with decent paying jobs. They can afford nice homes, plenty of food, and leftovers for luxuries such as entertainment and travels. However, there are those with jobs that aren't stable. There are people who have disablilities that have to give all of their leftover money to treatments and medicines.
Now is when the Europeans host this great idea!! Why can't we do this here?

I also think traveling should be a human right because you would want to go places and nobody should be able to stop you. I think that this human right should apply for other countries too, because all people need a time where they could just lay back and relax. I mean there are so much people working for days straight with no breaks just so they could support their family. As well this is a fantastic idea for disabled people, they are able to just relax and have as much fun they can get. This is a good idea for youth and the elderly too because some people never really get to have a pleasurable time and go somewhere exotic with not having to pay too much.

I think this is a very intelligent idea. It gives people many rights as a citizen. Not everyone in the world have money to visit and have fun around the world. If we take U.S. as an example, ew know that everyone has a job that lets them travel around the world. "

ReplyDeleteThis article is a very scary thought first and foremost. The fact that the EU is naming rights is very scary. Once they get started there’s no stopping the government. It seems like the government is taking more and more power and the people are happily letting them. A great example is the US government because the government has started to control regulations for banks, the housing industry, automobile industry, and now they’re sticking their hand in student loans. The US government will regulate all student loans flow starting as soon as possible. The next thing you know, the government will say that everybody has the right to live in a big house and they will start endorsing people for big houses.
The second thing is that taxpayer money is going to a cause that is not needed right now. Taxpayers will have increased tax rates and billions of dollars will go towards helping pay for people’s trip while that money could be used towards helping the global crisis. Countries around the world are having economic meltdowns and the EU is spending billions sending people on trips when this money could be used to help other global countries to decrease inflation and improve conditions to stable.
The program is a great idea and I think that a program like this should be run by a Non-profit organization where we know under the table deals are not being made. With the government under constant regulation we will never know if resorts are paying them house their vacationers or if airlines are paying them to make sure that all the passengers that the government send fly with them. All and all, a great idea, with the current economic status, is just too much, too stressful, and not needed.

Vacationing is a right for 18 to 25 years old? How much have they contributed to society to earn that right? Older workers will have to work and pay taxes to pay for the young one's rights to vacation? how about feeding some older people that have a hard time getting by, after years of working, not 35 hours a week but 60 or more and working not 7hrs a day, but often 14 hours a day with NO vacations?
I am amazed by the softness of this policy in Europe. Next we will be paying so that every European will have their own lexus. I suggest we all just pool the world's money together so that we can use it as we fell and live in harmony! Or perhaps instead of a world with money we can barter food and crops for things of equivalent value.
If we'd just print 1 million dollars of currency for each of the world's 6 1/2 billion humans, no one would have to ever work again. We can vacation 365 days per year if we choose.
After you've finished destroying incentive and have spent all of your national wealth, who will produce the necessities of life and provide the services you require for a vacation.

ReplyDeleteI think that this is a very bad idea. I think that people should pay for their own vacation trips and not have the government pay for them. The thing is, most people get caught in this trap thinking that the government is giving something for free, or in this case paying people to go on vacation. The truth is the people still have to pay for the vacation trip through raised taxes on their income. Right now many people in Europe are paying income taxes of about 50% (give or take 10%). That means that if a person was earning a wage of $100,000 that person would only get to take home about $50,000 because half of the money that they worked for is going to the government. If a tax for this vacation idea was also added then it would raise the tax rates even higher so many people would be paying over half their income to the government. Also in this vacation program the rich would be paying for the poor to go on vacations that they can’t pay for. Some say this would be like a charity and be good for the people who can’t afford it, but who wants to be forced to pay for some random person’s vacation when they already aren’t getting back half of their paycheck? Overall I think that vacationing is not a human right and people should pay for their own vacations if they want to have one and can afford one. (I agree with Milan that the government should keep their hands out of regulations for banks, the housing industry, automobile industry, etc.)

ReplyDeleteI think this is a very dumb idea. Vacation is privilege and should be something that is earned. This is shown as there are much less vacation days than there are compared to work days.Yet this is not a right, as it essentially gives out free money to anyone, including ones who don't deserve it. Because of a stressful and hectic work life, to some, their home might be their actual vacation, as opposed to some of an exotic place.
I dont have a side im on really to this whole vaction stuff, i think i can be good in some ways, but i do think sometimes vaction should be earned, but also everyone does need a vaction to escape stress and work. I do think it's cool though that they are helping people travel around the world, but if the goverment is in this, then it probaly is'nt as great as people say, they can have something up there sleave, due to the economy.

This idea by the Europens is amazing. Now people who do not regularly get to go on nice luxurious vacations have the chance. Europe is also a beautiful place to visit, and the fact that the counrty's officials are willing to pay for a portion of the trip is an oppurtunity that everyone should take advantage of.

ReplyDeleteI have to agree with Chris. I'm not really on a side as to whether or not this vacation plan will work or not. I can see how it would help those who can't afford a vacation, but on the other hand, our government could be using this as a way to slyly collect money, as Chris suggested. And a vacation could mean the week off of work at home, which is like offering a high schooler a free week off of school. We could skip a week of school anyway, just as someone could easily take the week off with some excuse. So the paid-for vacation could be a rip-off, or it could end up being really positive towards the job market. We'll just have to wait and see how things start off in 2013.

ReplyDeleteYour European socialistic policies are slowly destroying the desire of the lower and middle class to work, educate, and better themselves, while at the same time chasing away the remaining productive businesses and members of society who are fed up suffering legalized theft through taxes at ever increasing rates to support the excesses of the non-working welfare class.
Liberals are cursed with the inability to see the indirect consequences of their actions. They think that the world will be a happy place if the lower class are given freebies left and right while being blind to the fact that in doing so, they create people who are dependent on the system. By providing excessive welfare, they are dooming the public to relying on excessive welfare to survive. It should be no surprise that after 40 years since the start of welfare and the war on poverty and billions spent, we have just as many people at the poverty level and an ever increasing number on welfare.

ReplyDeleteI'm not fond of the idea that the European Union is telling the citizens what rights they have and do not have. With almost all of Europe being a part of the EU that have quite a substantial amount of power.
The fact that the government wants to tax its citizens to lower the costs of others' traveling bills seems somewhat senseless to me. How are the citizens that do not travel at all feel about the tax? I would guess that they are feeling pretty restless about the idea.
If the citizens can not afford to travel, then they should just stay where they are.

This is a poorly conceived idea. Traveling needn't be a Human right, and many people are happy without it. All it does is waste taxpayer money on something completely unnecessary while it could be going to better causes of greater urgency (like stabilizing the Global economy). If people wanted to go on vacation, they would exercise responsibility and save up enough money for it. Waiting for the government to take the money that you could have used for that purpose to sprinkle it back onto you and others in minute quantities is largely inefficient and self-defeating.
Normally I like the policies of the European Union, like government health care (which boasts an approval rating far higher than the American system), but this idea is simply silly.

One should be able to travel as much as they please. I agree very much with this article, traveling is a human right and it needs stay like that. Many enjoy traveling with their family or friends and I don't see anything wrong with that. If it doesn't affect anybody in any shape or form why make a big deal about it. It's also great how the poor are given a hand and money is given to them for them to travel and have a good time. It's always nice when halo is given to the ones that really need it. If more things were handled like this the world would be a much happier place. Everyone is always working and vacationing truly helps lower the stress level of those who really struggle in that area. The overall idea of this article is great and helps the world progress one step at a time.

ReplyDeleteI think this is a good idea to a certain point because people who are poor do deserve to visit their family on holidays and other occasions. It's not always their fault they're poor. They could have a degree from college and just can't find a job or they could have lost their jobs. On the other hand though, they could be bums who didn't even graduate from college. So I think maybe they should do a little bit of a background check on who they're giving the money to.

It is definitely not a human right to travel the world and it is not necessary at all for the well being of a person. Of course it would probably lower ones stress level but to go to the extent of calling it a human right is absurd. Vacationing is a privilege that is earned and should definitely not be given out as a bribe. The whole plan does have some sense to it but to say that vacationing is a human right in order to validate what they are doing is way off. Giving seniors vacationing funding makes sense because they've done their part and contributed to society but like Sruthi said it really isn't worth giving 18 to 25 year old people this because the reasoning just isn't the same.

I think that vacation is a human right. Everyone deserves to take a break and get away for a little while. Those that think this isnt a good idea may think this only because they are able and can afford to take a vacation, but if you couldnt, wouldnt you want someone to give you a vacation? This seems to be for a good cause because not only are you helping the less fortunante, but also the elderly and the youth, something that should be done. In this case it is not what you think should be done, but what is just simply right, like they say do for others what you wish done for you.

ReplyDeleteI am actually torn I think it’s a great idea for poor people to have vacations to get their minds off of all the adversities they may face, but it’s a bad idea for those who had no goals in life and put themselves into a poor predicament. It would be like rewarding a student who doesn’t want to do good in school. This process would be very controversial because some poor people are working hard to get to the next level and others are just waiting for all the free hand out the government is giving which really isn’t fair. If this does happen it will have to be watched closely so those who deserve a escape from the real world get one and those who do not deserve it do not get one. Although the purpose of this project is good-willed, it is also only natural that it is criticized. In a glum economy, such plans should not even be considered. Aside from the inconvenient timing, how was it decided that "Travelling for tourism today is a right"? Charging tax payers to allow others to vacation is socially awkward. If decreeing tourism is a right, then it stands to reason that possessing adequate housing is even a more basic right. That would mean homelessness would not exist, for all taxpayer money would be siphoned to them.

Has to be one of the most intelligent plans i've heard of in awhile. Not only does the vactioners get to vacation. :P They're are also helping someone less fortunate than them. So its like a 50/50 thing! Having fun, while helping someone in need:)

ReplyDeleteI think the paid for vacation system could go both ways. It could work because people are traveling and spending money in different locations. But at the same time that is making the company that is paying there employee loose money by giving it to them on a day they do not go to work and help the company. The idea is like bribing the employees to go on vacation and no matter what they will stay get paid even if they are spending money while on there trip. Im not very sure this idea will work but i guess if they want to try then it could't hurt.

I know for a fact that I would not want to pay for some family I don't even know to go on vacation, no matter how poor they are. Now you can call me selfish and mean but would you pay for homeless people to go on vacation? You rather could donate to poor people for food, shelter and other life necessities, but no, you would pay for them to go on vacation for a day or two. Not smart government, not smart.

The whole idea of spending tax paying dollars to give the less fortunate a vacation is a terrible idea. There first of all is a lot of better things that the tax paying dollars could be spent on. The less fortunate do deserve mini vacations when they work hard and earn it, but this would give every one that is in unfortunate circumstances a fully paid vacation thoughthey didn't earn it. There is a reason that the people that go on vacations are hard working, they earned it.

I think it is not fair for the tax payers to subsidize the public to go on vacations. If people want to go on a vacation, they should work hard and save the money for it. Subsidized health care, subsidized vacation…What’s next?
I think the idea of taxpayers footing any bill is bad, and this is no exception. It's outrageous that one person's money be stolen and given to someone else, and to pay for a vacation no less. It seems to me one certainly has the right to travel and vacation as one pleases, and that governments shouldn't discourage or proscribe tourism - however, tax-subsidized vacations are a loony idea, unfortuantely fitting in all too well with the EU's corporatist vision.

What the Europeans are doing benefits many poor people from that country. They are basically paying for someone to go on vacation. I don't know if they are doing this in a sense of gratitude or what but it is a very nice action. They really get the point across that vacationing is a human right by creating this act.

I also believe on the other hand that this method could do some good, it reveals and makes available some of many of the magical wonders of our globe. Every time I try to pick a side to stick with, I keep on finding flaws in each of the policies. I believe that Grace A. made a very good point when she said that the “European socialistic policies are slowly destroying the desire of the lower and middle class to work, educate, and better themselves” which I believe is true and is one of the numerous reasons that I cannot pick what to side with. In a way to contradict my feelings toward that statement, I think of all the times that those people have worked hard, and I have a sort of sympathy for them. Overall, this is a very hectic topic, that stirs a lot of confusion and thoughts.

However , i do this it`s a bit unfair if the people who really want to go on vacation have to work hard for the things they get, the money they make, and the places they go. It seems as if some of us are having to work harder than others yet still get the same sort of ' reward ' . It`s like Obama`s plan that has to do with people that make over a million dollars a year having to give the government 45% of what they make. Why should they have give up something they worked hard for?

Although this is cool we must look at the people that are expected to recieve the vacations. These are people with poor social and/or economic status. Currently I don't think any of us are in that condition. Now on th other hadn as we grow older and if we do fall to that status then yes it is great to know that such a privalige would be ours. This really is amazing but we mustn't get to excited because we could very well not be the people to recieve this opportunity, but hey if someone calls me to pay for MY vacation I'll be there in a hot second.

ReplyDeleteAs I was reading this article, the first thing that came to my mind is that it was truly scary. At first t seemed innocent enough, but, taking a closer look reveals something much more sinister. Looking at history, we can generally tell that the equality for all thing didn't really work out. One word can summarize what I'm saying, communism. Before you have the time to really even think about it, you vote for t because vacationing as a right sounds likethr greatest idea ever. However, it seems to me that everytime something like this is attempted, (communism) the middle class is the first to be screwed fo their money. Ifthis were to be passed, so many people would be paying for something that they may or may no be able to take advantage of. Of course the upper class would b taken care, they always are, and to keep up their image, the government would take care o the lower class. That leaves us, the middle class stuck somewhere in the middle. My main point, If this is passed, that's just one more step towards the good ol' USSR.

I don't like the idea for the commission to pay for some people's holidays. I find it nice that they are finally thinking of something nice to do for people, but other people's money is going towards this. I like to help people, but helping people on demand is kind of pointless. I think that whoever works, can get a reward. I do see why they are doing this, and I understand. I agree with Milan in that billions of dollars could be going to somewhere else. People who do have the money to pay taxes will have to pay extra to pay for people's vacations.
Tourism should be a human right, but I think they are taking it too far.

I believe this is a bad idea. The government is making bribes for vacations and making it a human right. People should be given the freedom to travel where they desire and when. It should truly be an opportunity granted to all humans. The profit is said to be given to people we are unaware of, including those who we believe do not necessitate it. Vacations should be earned but I also believe that they provide an escape from ones hectic lifestyles. The idea is being portrayed as though the government is freely giving out opportunities. I believe that if traveling is ones desire, they should work for it, not saying they should not be awarded, but they should save up for it. I guess we will have to wait and see the outcomes of this decision that was made.

ReplyDeleteThere can be a good and a bad interpretation of this traveling human right privilege. The positive interpretation of the idea that is being enforced in the European Union is that people will be able to experience great adventures around some places they have never been to before, or get to visit their families for the holidays. Mr. Tajani is doing his best to bring tourism between the northern and southern part of the continents and cultures to continue to remain in people daily lives. By doing this he could also bring up the economy, raising businesses for some companies too. Some that deserves to travel to different places because they can’t afford it would enjoy this tax idea but for those that have to pay for the trips isn’t really going to be so happy about this idea. The taxpayers bring up the not so great interpretation of the idea. When reviewing the new idea, the elderly and disable people benefit but people who pay for the trips don’t get anything in return. That just seems to be very unfair according to some people. Some might question why they have to pay for others to have a good time when they’re the ones who is working hard, and yet they don’t get to spend the money on themselves.
If it was up to myself, I believe paying just a little extra tax and knowing that it is helping someone have a good time because they deserve it would make me feel a little better, since I would be unhappy about not keeping the money I make. I feel for those fore and against about this idea, but when I thought about it I kind of think its an okay idea if it helping people and the economy. J
Traveling is right that everyone should have. It is not up to anyone but yourself to decide if you are going somewhere or not. How can someone be bribed to travel, it’s a right. It is up to the person, if they don’t feel like going somewhere then that person doesn’t need to. I’m not saying this is a horrible plan because someone else might love to go travel but couldn’t afford to, they now have their chance to travel and they can afford it.

ReplyDeletePeople of all ages need the experience of seeing deiffrent parts of the world, and how other people in the world live. but i to thnk it is unfair to sudsidized it. people could be using the tax money for much better of a cause, after all traveling is a choice people make to do.
I think that this is a horrible idea for the population's equilibrium. All of the rich epople in europe who can afford vacations are going to be royally infuriated while the poor people will be happy but still might not be able to afford theses vacations anyways. The rich people will have to down scale. I think that it will be chaotic and will eventually be rid of anyways. there are too many flaws in the plan and it is ludacrous.

In a way, this is a fantastic idea, but a terrible one at the same time. Well let's look at the pros and cons, shall we? Pros: People who, otherwise, would not get to travel and see the world will be able to do so. Cons: They're using tax money to fund stupid vacations instead of putting the money to better use. Whats a vacation when compared to bettering the lives of all the people who live in the country? Personally, I think that even though it would be nice to go on a vacation every now and then, the money could definitely be used for something better.

I think that this is a very well thought idea. Vacation is looked upon as a way to relax and sometimes to relieve stress. Based on the situation in Europe, it appears that only a certain amount of people were eligible to do this. This idea has given the poor a chance as well to have some of the oppertunities as the more wealthy that can afford vacation. What is really fascinating about the whole thing is that most stressed people are most likely the poor ones that work hard to even keep their job. This idea is giving them a chance to have a relaxing vacation and relieve them of their stress.

I believe people trying to make this law to help others is very interesting. I don't neccesarily believe that vacationing is a human right, because a vacation isn't the same for all people. I believe the peolple who are trying to set this up have good intension, but should rethink the concept. They should ask the people where they would like to vacation, then he government can give them some sort of discount to their chosen vacation. There should also be able to recieve money instead of getting money for vacation. I see how they are trying to increase . tourism, but saying vacationing is a human right is a pretty insane statement. I hope that this idea can be put into action but in a different way.

This means that Europe is most likely also going through an economic crunch. With this crunch the government should not be sponsoring vacations. It is almost as stupid as the multi billion dollar bailouts. This is stupid. If people want to vacation then I have 3 words. GET A JOB.

ReplyDeleteI agree with Milan how the EU now have the power to name rights. IF this goes out of control it could lead to some unwanted dictatorship and tyranny in the future. However, as of now, my gut feeling feels great by the fact that want to give their citizens a break and time to relax and vacation is on everybody's list of "to do" things. Though I have to wonder how they will accomplish this with the economic problems.

ReplyDeleteI dont agree with this article completly, because if you dont have enough money to go on vacation, because you did not educate yourself enough to get a well paying job, which would allow you to go on vacation, thats too bad. The government should be paying attention to much more important things. Such as helping the poor recieve the basic needs of life, not wants like vacation. People without enough money will have to deal with the resources they have.

In my opinion, I believe that this is very unfair to the people who always earn the money to afford to go on vacation. But, on the other hand, with it being a human right, that means that a lot more people are able to escape from their everyday troubles, if only for a short while. But the one major part that I disagree about is the fact that the money is coming from the tax money. Then it is as if everyone is contributing to other people’s vacation. I believe that the fact that it is coming from our tax dollars would upset many people, and they would not get on the bandwagon. In my own opinion, I think it could truly benefit those who are less-fortunate and cannot afford to go on vacation.

ReplyDeleteWhoa, that's really cool! I can't believe that they're letting people that can't afford tri[s or vacations have them for free. We should have one of those too! Then, maybe even high schoolers could have field trips. It's probably be a lot cheaper to go on that Hawaii vacation you've always wanted to go on. On the other hand, you're basically paying for your trip in the extra tax. I wonder if 100% of all the added expense on the taxes is really going to other people's vacations or if a fairly large amount is being portioned off somewhere else... who knows? I don't. I guess I'll have to wait to be a tax payer to find out all this kind of information. Until then, I'll live in blissful ignorance of how painful taxes really are, lol:)

People with disabilities should be allowed this program, but for others it's like being paid to go on vacation. It just doesn't seem fair. Why should taxpayers give up their money for other people to enjoy themselves? Taxpayers dollars could go to a much better use than sending people on free vacations. And with the economy how it is why should we use tax dollars for this?

ReplyDeleteMore people traveling i think would be a great idea .having people around the world have a broader view about how other people live will help them personally, but i also think that having vacations is something you earn through working hard,and some times you need a break and thats what a vacation is.But having us taxpayers pay for someone else's vacation?thats just crazy.

ReplyDeleteI think this idea is bad. People work hard for the lifestyle they have, or some do, and dont deserve to spend their hard earned money on people less privelaged. People less fortunate do deserve vacations, but i think they should earn what they deserve. Many hard working people use vacations as a break because they deserve it, not because its handed to them..most of the time.

ReplyDeleteThis idea to have a right for citizens to vacation is completely absurd. There are two reasons for this, the government would be spending money on something that is not necessary for the people and this new rule could cause disarray in the justice system. There are millions of people without homes or necessities and can barley survive, with all those people, living out there why charge more tax the government can pay for somebody’s vacation. Instead of having millions of vacationers, they could use the money from tax to increase the quality of living for people at the bottom of the social chain. Taxpayers have a hard time paying the bills as it is so why charge them if is just going to cause more complications. This is a pointless act.The justice system is going to have a much harder time do what it needs to because they are making absurd rules and these rules are going to question and create complications for the people. For every rule, there is an exception and there always will be fraud with rules like this. So more people will have to be employed to prevent fraud and even more workers have to be paid to sort who gets what. With all this opposition one question arises, where is the money coming from, the answer is the people. The people have to pay for somebody’s vacation and it does not benefit the in any way. So why make such a meaningless rule?

I have to disagree with this idea. Why should people get the privilege to get to go on a vacation using someone else's money? People should earn their way to a vacation and getting to travel, not using tax payers money to get that vacation. The only thing i do agree on i people with disabilities getting to join, because they may never get the chance to have a job to pay for a vacation.

It seems like the same thing for the Us health care bill, and we have to pay for everyone so that everyone can have healthcare. People should work to get the stuff that is needed or to have fun, not others pay.

ReplyDeletevacationing is great yeah, but everybody doesnt deserve one. If you just sit around all day and dont try to find a job, and just beg your whole life.Then all of a sudden, hard working tax payers are paying for your vacation to hawaii. NO i dont think this is right at all, people that go to work and rarely miss days at work and is doing their job to the best of he/she's ability. Those are the people that deserve a vacation.
